Cigarette, Tobacco & Vape Licenses

Required for each establishment in the Village of Menomonee Falls that sells, exchanges, barters, disposes of, or gives away any cigarette, tobacco, or vape products (WI Stat. 125.17).

Licensing Period

  • License period: July 1 – June 30 (annual)

License Fee

  • $100.00 per application/establishment

  • $7 background check fee for each member of the Corp, LLC or Organization

  • Fees are non-refundable if the application is denied or withdrawn

Municipal Code

Dealer/Pawnbroker Licenses

Required for businesses such as pawnbrokers, secondhand article dealers, secondhand jewelry dealers, and mall/flea market secondhand article dealers

Licensing Period

  • Calendar year (January 1 – December 31)

License Types & Fees

  • Pawnbroker License – $210.00/year

  • Secondhand Article Dealer License – $27.50/year

  • Secondhand Jewelry Dealer License – $30.00/year

  • Secondhand Article Dealer (Mall or Flea Market) – $165.00/year

Application Requirements

  • Dealer/Pawnbroker License Application

  • A copy of your current Wisconsin Seller’s Permit (must match the applicant entity’s legal name). Providing only a permit number does not meet this requirement. Learn how to obtain a Wisconsin Seller’s Permit.

 All required documents must be submitted together. Incomplete applications will not be processed.

Municipal Code

Dog Licenses

Required for all dogs aged five months or older. Proof of rabies vaccination is required.

Licensing Period

  • Calendar year (January 1 – December 31)

License Fees (2025)

  • Neutered/Spayed: $12.00

  • Unneutered/Unspayed: $17.00

  • Late fee: $5 added to renewals received after March 31.

 Copies are acceptable and will be returned with your license. Staff cannot contact veterinarians for missing information.

Liquor Licenses

Liquor and beer licenses are required under Wisconsin State Statutes Chapter 125.

Licensing Period

  • All alcohol beverage licenses run July 1 – June 30 (annual).

License Types & Fees

Beer (Fermented Malt Beverages)

  • Class “A” (Beer) – $100/year • Off‑premises only (sealed/original packages).
  • Class “B” (Beer) – $100/year • On‑premises and off‑premises allowed.

Liquor (Intoxicating Liquor)

  • Class A (Liquor) – $500/year, off‑premises only in sealed or original packages.
  • Class “B” (Liquor) – $500/year, on‑premises by the glass.
  • Reserve Class “B” (Liquor) – $10,000 one‑time fee plus annual fees, on‑premises by the glass, non‑transferable.
Wine
  • Class C (Wine) – $100/year • Wine by the glass or opened original container; on‑premises only.

Other Fees

  • Publication fee: $30
  • Background Check fee: $7

Application Requirements

All forms are mandatory. Incomplete submissions will not be processed.

Unenclosed Premises

Current licensees may request a temporary expansion or modification of their licensed premises for specific events.

  • Fee: $50 per event

Temporary Class “B” License

  • Fee: $10 per event

  • Allows beer/fermented malt beverage sales at picnics or similar events

  • Available only to bona fide clubs, fair associations, agricultural societies, churches, lodges, societies (existing ≥ 6 months), and veterans’ organizations

Food Peddlers

Required for any mobile food vendor, including food trucks and carts, operating within the Village of Menomonee Falls. 

Who Needs This License?

  • Food trucks

  • Mobile food carts

  • Other mobile food vendors serving prepared food or beverages

Licensing Period

  • Calendar year (January 1 – December 31)

Requirements

To obtain a Food Peddlers License, applicants must:

  • Submit a completed application to the Village Clerk’s Office

  • Provide proof of insurance

Municipal Code Reference

Operator’s License

Required to serve and sell alcohol in licensed establishments, as outlined in Wisconsin Statutes §125.17.

There are two options to obtain a Bartender (Operators) License

  • Village of Menomonee Falls Bartender (Operator) License — valid only within Menomonee Falls.

  • State of Wisconsin Bartender (Operator) License — valid statewide.

Village of Menomonee Falls Bartender (Operator) License

  • Issued by: Village of Menomonee Falls

  • Valid for: 2 years (expires June 30)

  • Fee: $60.00 plus $7.00 background check fee

  • Payment: Cash, check, or credit card accepted

  • Valid in: Licensed establishments within Menomonee Falls

How to Apply

Applications are reviewed by the Clerk's Office.  If the background check reveals disqualifying issues, the application will be referred to our General Government Committee where the application may be denied. Fees are non-refundable.

State of Wisconsin Bartender (Operator) License

  • Issued by: Wisconsin Department of Revenue (DOR)

  • Valid for: 2 years

  • Fee: $200

  • Payment: Credit/debit

  • Valid in: All municipalities statewide

How to Apply

Responsible Beverage Server’s Course

Most applicants must complete an approved Responsible Beverage Server’s Course.

You may be exempt if you:

  • Held a valid bartender license within the last two years, or

  • Completed the course within the last two years.

Proof of completion is required before a license is issued. Find approved courses: DOR Alcohol Seller/Server Training.

Village vs. State License

  • The Village license is faster and less expensive if you only plan to work within Menomonee Falls.

  • The State license costs more but is valid in any Wisconsin municipality.

Transient Merchant

Required for individuals or businesses engaging in temporary, door-to-door sales or solicitation within the Village of Menomonee Falls. 

Who Needs This License?

  • Door-to-door salespersons

  • Temporary merchants selling goods or services in the Village

  • Solicitors conducting business in Menomonee Falls

Licensing Period

  • Calendar year (January 1 – December 31)

Requirements

To obtain a Transient Merchant License, applicants must:

  • Submit a completed application to the Village Clerk’s Office

  • Provide all required supporting documents (such as identification, background check, or other approvals as applicable)

  • Complete fingerprinting with the Police Department

  • Have a photo taken with Clerk Services to produce an identification badge

License Fee

  • $50.00 per person

  • Permit is valid from the date of issuance until December 31 of the current year

  • Fees are non-refundable if the application is denied or withdrawn

Special Event Licenses

Required for community events, block parties, fireworks displays, and other public gatherings held within the Village of Menomonee Falls.

Who Needs This License?

  • Organizers of block parties

  • Community festivals or markets

  • Fireworks displays

  • Other public events held in the Village

Requirements

To obtain a Special Event License, applicants must:

  • Submit a completed application to the Village Clerk’s Office

  • Provide all required supporting documents (such as site plans, insurance, or safety approvals as applicable)
