2025 Comprehensive Plan Update

The Planning & Development Department is updating the 2015 Village of Menomonee Falls Comprehensive Plan beginning in 2024 and completing the efforts in 2025!  MSA Professional Services, Inc. is the local planning consultant that was selected to assist with the development of the plans.

The Village's Comprehensive Plan is a long-term planning document that outlines the community's vision to guide future growth and development over the next 20 years.  Wisconsin "Smart Growth" law enacted in 1999 provides the framework for the development and adoption of comprehensive plans, including public participation.  Section 66.1001 of the Wisconsin Statutes describes the nine required elements including:

• Issues and Opportunities
• Housing
• Transportation
• Utilities and Community Facilities
• Agricultural, Natural and Cultural Resources
• Economic Development
• Intergovernmental Cooperation
• Land Use
• Implementation

Comprehensive plan law requires adopted plans to be reviewed and updated at least once every 10 years. The Plan Commission can guide the development of the comprehensive plan update including holding the final public hearing and providing a recommendation by resolution to the Village Board.  Final adoption by the Village Board will be required by an ordinance. Once adopted, zoning, subdivision and official mapping ordinances should be consistent with the comprehensive plan.

The Public Participation Plan for the Comprehensive Plan Update was adopted by resolution by the Village Board on August 5, 2024. It outlines public engagement that will take place throughout the plan update process, including:

• Pop Up events (Farmer's Markets, Kids Fest, etc.)
• Public open house
• Stakeholder interviews
• Focus group meetings
• Public hearing
