124th St (Boundary Rd) - Street Repaving

The City of Milwaukee has budgeted funds for the improvement of 124th St from Brown Deer Rd to County Line Rd. The Village of Menomonee Falls has entered into a cost share agreement with the City of Milwaukee in order to complete this project. The agreement was approved by the village Board on December 17, 2012. The contents of this agreement will address cost sharing for all phases of the subject project including but not limited to preliminary engineering, real estate acquisition, utility relocation, construction and construction engineering, as necessary.

The existing roadway was constructed prior to 1956 and has been resurfaced a couple of times and is in very poor condition. The project will consist of removing the existing roadway and reconstructing the roadway with a 28 foot concrete pavement and gravel shoulders. It will also include utility relocations, ditching and traffic control.

Construction will start the week of June 6, 2013 with final completion by November, 2013.

Christman Rd - Street Reconstruction

This project consists of the reconstruction of Christman Rd from Maple Rd to Princeway. The project will consist of the removal of the existing roadway and reconstruction of the roadway to the villages standard 36' face-to-face cross section. This will include new base course, curb & gutter, asphalt pavement and storm sewer. Included in the project will be the widening of the current ditches on both sides of the roadway and upsizing of the existing culverts to provide additional capacity to handle the existing storm water that drains to this area from the subdivisions to the east. Also, a water quality pond is proposed to the west of Maple Rd to address any storm water and water quality concerns.

The Shepherd Hill Addition No. 1 subdivision has experienced storm water problems from flooding to icing of the roadways. The only storm sewer in the subdivision is in Duke St with the remaining street draining by curb & gutter to Duke St. The village has approved the reconstruction of Duke St as part of previous Capital Budgets and as part of this reconstruction the upsized storm sewer will be discharged into the ditches along Christman Rd. The next project for St James Dr is included in this 2012 capital budget with water main replaced this summer and fall with the reconstruction during the summer of 2013.

Donald Ct - Water Main Relay, Storm Sewer, & Street Reconstruction

This project consists of designing a relay of the water main with appurtenances in Donald Ct from Fleet Ave to May Ave along with the reconstructing of the sanitary sewer manholes, removal and replacement of defective curb & gutter and driveway approaches, installation of storm sewer and removal and replacement of the base course and asphalt pavement.

The existing 6” water main will be replaced with an 8” water main due to the age of the water main and material of the water main. The existing water main is sandcast with lead joints. The DNR requires that when possible the existing water main with lead joints and lead laterals be removed from service.

Also as part of this project the storm sewer will be sized appropriately and eliminate the poor drainage and standing water to reduce future damage to the curb & gutter and asphalt pavement. With the installation of the water main and storm sewer the roadway will be mostly removed and the current roadway is in poor condition. Due to these factors the entire roadway will be removed to the subgrade and new base course, curb & gutter and asphalt pavement will be installed. Any defective sidewalk and driveway approaches will be replaced.

Duke Ct, Lambs Ln, & Amy Ln - Water Main Relay, Storm Sewer, & Street Reconstruction

This project consists of the design work for the reconstruction of Duke Ct, Lambs Ln, and Amy Ln in the Shepherd Hill Addition No. 1 subdivision. These are the next roadways in the Shepherd Hill Addition No. 1 subdivision in need for repair and storm sewer installation. Duke St, St James Dr, and Maryhill Dr are currently either under construction or in design. This roadway does not currently have any storm sewer and storm water drains overland from the top of the hill to the bottom at Duke St. The reconstruction will include relaying of the water main with appurtenances in Duke Ct, Lambs Ln, and Amy Ln along with the adjusting of sanitary sewer manholes, removal and replacement of defective curb & gutter and driveway approaches, installation of storm sewer and removal and replacement of the asphalt pavement.

The existing 6” water main will be replaced with an 8” water main due to the age, cast iron material of the water main and the high number of water main breaks in this subdivision. This subdivision has become a maintenance problem for Public Works and the Water Utility and the water main needs to be replaced.

This subdivision also has experienced storm water problems from flooding to icing of the roadways during the winter. The only storm sewer in the subdivision is in Duke St with the remaining street draining by curb & gutter to Duke St. The storm sewer will also eliminate the poor drainage, standing water potential damage to the curb & gutter and asphalt pavement. With the installation of the water main and storm sewer the roadway will be mostly removed so the entire pavement will be removed and replaced along with defective curb & gutter.

Fire Station #1 - Design

The proposed project consists of space needs planning, schematic design, preliminary site plans, cost estimates, final design development and construction plans for bidding for the relocation of Fire Station #1 for the Village of Menomonee Falls. Fire Station #1 is to be located in the southwest corner of Main St (STH 74) and Menomonee Ave on land already owned by the village.

Fire Station #1 is an older facility and in need of renovation. It does not have enough existing garage space to house the number of vehicles housed at this station. It also has a significant amount of relatively inefficient space for administrative duties and living space. This project was included in the villages Public Facilities Needs Assessment and Impact Fee Study Update approved in August 2011.

On the site is the former Sunnyside School building and a concrete block addition that the Menomonee Falls School District was using for its maintenance operations prior to relocation to the villages former parks building on MacArthur Dr. The Sunnyside School building and the addition will be demolished as part of this project due to its extremely poor condition. The village will work with the Historical Society to salvage any items of value.

Fire Station #5 - Design

The proposed project consists of space needs planning, schematic design, preliminary site plans, cost estimates, final design development and construction plans for bidding for Fire Station #5 for the Village of Menomonee Falls. Fire Station #5 is to be located along Silver Spring Dr next to Well House No. 10 on land already owned by the village.

Fire Station #5 is needed to provide adequate service to the southwest area of the village to serve proposed and future development. This project was included in the villages Public Facilities Needs Assessment and Impact Fee Study Update approved in August 2011.

Lepper Dam - Rehabilitation

On June 11, 2010 the village began drawing down the water behind the Lepper Dam to perform an inspection of the dam and any routine maintenance. The drawdown was completed on June 23, 2010 with the inspection taking place on June 25th. Kapur & Associates was hired by the village to perform the inspection. The inspection provided a list of work that was required to be accomplished such as repair the gates, tuck point the grout on the dam, repair and seal the concrete, install rip rap at the outfalls, remove vegetation from the island in front of the dam, ect.

Not all but most of the items on the list were completed by October of 2010. A major item that was on the list which was not pursued due to the length of the permitting process with the DNR was the dredging of the Mill Pond back to original plan elevations. It is common for sediment to build up behind a dam over time and it is recommended to remove this sediment every so often since it would have an adverse affect on the condition and life of the dam. This work was determined to be a “plan to do soon” item as part of the inspection.

The permitting is almost complete and the design is being finalized. This project would consist of drawing down the water behind the dam, dredging 5,000 CY of material from behind the dam, inspection of the dam as required every year, pressure washing the dam, tuck pointing any grout that needs replacing and removing and replacing the existing gates. The gates were removed and repaired as part of the previous work but due to the age and style of the gates they are not able to seal properly. New gates would allow a proper seal and not allow water to seep around the gates seals.

Maryhill Dr - Water Main Relay, Storm Sewer, & Street Reconstruction

This project consists of the reconstruction of Mary Hill Dr from St James Dr to the west in the Shepherd Hill Addition No. 1 subdivision. This is the next roadway in the Shepherd Hill Addition No. 1 subdivision in need for repair and storm sewer installation. St James Dr is currently in design for the street reconstruction with the water main relay completed in the fall of 2012 . This roadway does not currently have any storm sewer and storm water drains overland from the top of the hill to the bottom at Duke St. The reconstruction will include relaying of the water main with appurtenances in Maryhill Dr along with the adjusting of sanitary sewer manholes, removal and replacement of defective curb & gutter and driveway approaches, installation of storm sewer and removal and replacement of the asphalt pavement.

The existing 6” water main will be replaced with an 8” water main due to the age, cast iron material of the water main and the high number of water main breaks in this subdivision. This section of water main has had three (3) water main breaks over the last five (5) years. This subdivision is a maintenance problem for the water utility and the water main needs to be replaced.

This subdivision also has experienced storm water problems from flooding to icing of the roadways during the winter. The only storm sewer in the subdivision is in Duke St with the remaining street draining by curb & gutter to Duke St. The storm sewer will also eliminate the poor drainage, standing water potential damage to the curb & gutter and asphalt pavement. With the installation of the water main and storm sewer the roadway will be mostly removed so the entire pavement will be removed and replaced along with defective curb & gutter.

Construction will start the week of August 6, 2013 with final completion by October, 2013.

Megal Dr - Water Main Relay, Storm Sewer, & Street Reconstruction

This project consists of the reconstruction of Megal Dr from Cherokee Dr to Pilgrim Rd. The reconstruction will include relaying of the water main with appurtenances in Megal Dr along with the adjusting of sanitary sewer manholes, removal and replacement of defective curb & gutter and driveway approaches, upsizing of existing storm sewer, installation of additional storm sewer and removal and replacement of the asphalt pavement.

The existing 8” water main will be replaced with a 12” water main due to the age, cast iron material of the water main and the high number of water main breaks in this subdivision. This section of water main has had nine (9) water main breaks over the last six (6) years. This street has become a maintenance problem for the Water Utility and Public Works Dept and the water main needs to be replaced.

This area also has experienced storm water problems and the upsize in storm sewer was recommended as part of the Storm Sewer System Study completed by Ruekert/Mielke in 2001. The storm sewer will also eliminate the poor drainage, standing water potential damage to the curb & gutter and asphalt pavement. With the installation of the water main and storm sewer the roadway will be mostly removed so the entire pavement will be removed and replaced along with defective curb & gutter.

Menomonee River Parkway Pedestrian Bridge - Rehabilitation

This project consists of the removal and replacement of the existing bridge decking, the 4”x4” steel tubes, the 2”x2” steel tube cross members and the 2”x2” steel edge angels. This pedestrian bridge was install in early 80’s and has experienced significant rusting and section loss in the steel structure. This is the same rehabilitation process that was done to the Lime Kiln Bridge and the MacArthur Dr Bridge.

Menomonee River Siphon - Relay

The Menomonee River Siphon is located under the Menomonee River south of the Main St Bridge in Lime Kiln Park. The siphon was constructed in 1927 with 8” cast iron pipe and lead joints. The village has investigated relining the siphon as part of the yearly program but the siphon cannot be relined due to the valves, bends and fittings. The siphon is past its useful life and in need of replacement.

A siphon is a depressed sanitary sewer that is used to pass under obstructions such as rivers. To pass these obstructions, a common method is for the sewer pipe to drop sharply, then run horizontal under the obstruction, and finally rise to the desired elevation to be returned to the gravity sewer. Unlike a gravity sewer, a siphon flows under pressure.

This project will consist of the replacement of the existing siphon.

Pershing Ave Path - Construction

This proposed trail section would connect the Bugline at Grand Ave to Tax Increment District No. 8 and run on village owned property from Grand Ave to Water St. This trail would extended to connect with the segment to the west of Grand Ave and then to the sidewalks on Water St and ultimately to the redevelopment area proposed to the east of Water St. There is sidewalk and bike lanes proposed on the future Richfield Way to be constructed as part of the TID redevelopment and this would connect to the existing sidewalk along Pilgrim Rd. This project would consist of a 10 foot asphalt path from Grand Ave to Water St, a pedestrian bridge to cross the Menomonee River at the old railroad trestle and signage to provide direction to the path users.

This project was recommended as part of the villages Comprehensive Outdoor Recreation Plan adopted January 17, 2011 and included in the village's Public Facilities Needs Assessment and Impact Fee Study Update approved in August 2011.

Shady Ln - Water Main Extension

This project consists of extending an 8" water main in Shady Ln from Menomonee Ave to a point 1,200' south of Menomonee Ave. This water main extension will provide an additional loop to the village’s water system for the areas south of Menomonee Ave and east of town Hall Rd. This extension will also provide a redundant source of water to the hospital, medical offices and the assisted living facilities along town Hall Rd.

Silver Spring Dr - Reconstruction

Waukesha County is undertaking a project to reconstruct Silver Spring Dr (CTH VV) from Jackson Dr to approximately 600' west of Lannon Rd during the summer and fall of 2013. As part of this project the Village of Menomonee Falls is responsible for the adjustment and/or relocation of the village’s sanitary sewer and water facilities. The village will be installing as part of this project intersection only street lighting along this portion of Silver Spring Dr and the village has also requested that a sidewalk and asphalt path be installed to accommodate pedestrian traffic. The village has asked Waukesha County to install the sidewalk and asphalt path along Silver Spring Dr and include all of the adjustment and/or relocation of the village’s sanitary sewer and water facilities in the reconstruction project. The village has entered into a two party agreement with Waukesha County that was approved on August 20, 2012 to include the aforementioned work as part of the reconstruction project. The village will at the completion of the reconstruction enter into a contract with WE Energies to install the intersection only street lighting.

Construction and road closure will start the week of April 22, with the roadway open to through traffic following completion of bridge work in mid-September. The new roadway will be fully open by mid-November.
